CT Residents: proposed Bill HB 5795

As the single biggest initiative in recent history, this legislation, if passed, will revolutionize animal welfare in Connecticut.

By raising $1 million for the sterilization of low income individuals' companion animals and free-roaming cats, HB 5795 ("An Act Concerning the Spaying, Neutering and Vaccination of Dogs and
Cats") will (1) save animal lives by significantly reducing the free- roaming cat population, unwanted animals births in general, and shelter intake and euthanasia rates; (2) dramatically reduce animal impoundment costs; and (3) protect public health and safety by reducing the incidence of common canine and feline behavioral problems such as aggression, roaming and spraying. This program would be funded in a variety of ways, such as through increased dog licensing enforcement, a voluntary income tax check-off, and increased fees for chaining dogs and permitting dogs to roam at large. Currently, similar programs exist in Illinois, New Hampshire, New Jersey, Maine, and Vermont.

Until the State of Connecticut addresses the issue of pet overpopulation with affordable and accessible spay and neuter programs, our state will continue to kill thousands of healthy pets.
