Yes, if you have to commute,,,,it is a true nightmare......It is an expensive place to live.
I am surprised that you feel that the Seattle area is "Bi-Polar" regarding APBT's. I have owned the breed for 20+ years, and only have been insulted a couple of times
...I personally find it a very APBT friendly place. Even the WSP have them (Neville wil be retiring in Sept.)

You may want to contact them in regards to your concerns...FYI to you and everyone else that may be in the area,,,,Aug. 21st the second annual "Pit Bulls on Parade" will be held. Last year there was an awesome turnout. It was a blast (Free CGC testing for all APBT's)...500 people and over 250 APBT's...
